MeMo v1.2: Machine-First Communication in Denmark’s Public Sector

The Danish Agency for Digital Government has introduced MeMo version 1.2, the updated messaging standard for the national Digital Post system. Digitaliser.dk is the Danish portal for public sector digitization, and MeMo (MeddelelsesModel) is the standard data format used for sending and receiving Digital Post in Denmark. 

The new version introduces several technical enhancements designed to improve communication between public authorities, businesses, and citizens. A primary focus of the update is the new “Representative” class, which allows systems to explicitly identify when a message is sent or handled by someone acting on behalf of another person, such as a legal guardian or advisor.

In addition to improved representation handling, MeMo 1.2 expands the character limit for SMS notifications from 150 to 160 characters and implements stricter security protocols, including a requirement for HTTPS on all hyperlinks and more rigid validation for attachment filenames. While version 1.2 is now live, a transition period is currently in effect. Authorities and technical service providers can continue to use version 1.1 throughout 2026, though they are encouraged to migrate to version 1.2 to access the new features.
