Finland Issues Joint Statement With Singapore on AI Cooperation and Emerging Tech

Finland’s Minister for Foreign Affairs, Elina Valtonen and Singapore’s Minister for Foreign Affairs, Dr. Vivian Balakrishnan, issued a joint statement establishing a shared framework for foreign policy and cooperation in the age of artificial intelligence (AI).

The statement outlines three main pillars of collaboration between the two digitalized economies: international AI governance, trustworthy AI ecosystems, and bilateral technical cooperation. Both nations committed to advancing rules-based international AI governance, building on past multilateral initiatives such as the UN Group of Friends on Digital Technologies, which Singapore and Finland co-founded with Mexico in 2019.

To promote safe AI deployment, the two countries reaffirmed their joint endorsement of the September 2026 “Call for Control of Frontier AI Models.” The agreement leverages Singapore’s governance frameworks and Finland’s digital infrastructure to foster human-centric AI development, institutional partnerships, and commercial linkages.

Furthermore, Finland and Singapore agreed to expand bilateral research and innovation in emerging technologies, including open AI models and quantum computing. This deepens prior arrangements such as their 2022 quantum technology memorandum of understanding and a 2026 health-technology agreement.
