Beyond Fragmentation: EuroHPC JU Launches Unified Benchmarking Framework for AI and Exascale

The European High Performance Computing Joint Undertaking (EuroHPC JU) has launched a new strategic initiative on December 16, 2025, to advance and standardize high-performance computing (HPC) benchmarking practices throughout Europe. This action seeks to address the historical fragmentation of the European supercomputing landscape by creating a unified modular and extensible benchmarking framework. 

The project aims to provide a well documented and continuously updated suite of tools that can accurately measure and compare the performance of diverse systems across different member states.

The standardization push specifically targets the growing complexity of modern hardware architectures including the integration of artificial intelligence and emerging quantum computing technologies. Proposals for this initiative are expected to develop a strategic roadmap that ensures hardware-agnostic support for hybrid systems such as combined HPC and quantum computing (HPC-QC) setups. 

This initiative is part of a broader 7 billion euro mission for the 2021-2027 period which also includes the deployment of 19 AI Factories and the development of a Federated HPC Platform. This platform is designed to act as a single gateway for users to access supercomputing resources across the entire continent.
