European Commission Confirms Further Delay for High-Risk AI Act Guidelines

The European Commission has confirmed that it will miss a revised deadline to publish the practical guidelines for “high-risk” systems under the EU AI Act. A spokesperson for the Commission informed the European media network Euractiv that the document, intended to provide clarity on which AI applications face the strictest regulatory oversight, will be delayed again.

The document will serve as the essential “real-world” manual for the EU AI Act, specifically clarifying the criteria and exemptions used to identify which AI systems are legally classified as high-risk. Its delay creates significant legal uncertainty for businesses, as it provides the practical examples needed to determine if a product must follow the Act’s most stringent safety and transparency rules. 

This makes the second revision of the deadline, after The European Commission missing the original target for it for the beginning of February. Because the European Commission is struggling to integrate stakeholder feedback, the delay has contributed to a broader push to postpone the official enforcement of these high-risk regulations, which were originally set to take effect in August 2026.
