Kazakhstan Enacts First-in-Region AI Governance Law

Kazakhstan has officially joined the ranks of global AI leaders with the signing of the standalone Law “On Artificial Intelligence”, making it the first in Central Asia to enact such dedicated legislation. President Kassym-Jomart Tokayev signed the act on November 17, 2025 and the full legal framework is set to take effect on January 18, 2026. 

The law introduces a risk-based regulatory system and mandates the clear labeling of all AI-generated content to combat disinformation. Notably, it clarifies that copyright is reserved for human authors, though it recognizes high-effort “textual prompts” as potentially protectable. To oversee these changes, the government has established the Ministry of Artificial Intelligence and Digital Development, tasked with managing a new National AI Platform to bolster technological sovereignty. 

Following the European Union’s lead, Kazakhstan has become the second global jurisdiction to enact a standalone legal framework for artificial intelligence. By doing so, the nation has secured its position as a global regulatory pioneer in the digital space.
