The EU Commission Launches Formal DSA Investigation Into X and Grok AI

The European Commission has escalated its legal battle with Elon Musk’s social network – X, launching an investigation into the platform’s AI integration and its secretive content algorithms. 

Under the authority of the Digital Services Act (DSA), EU regulators opened a formal inquiry to determine if X failed to protect citizens from “serious harm” caused by its AI chatbot, Grok. The probe centers on reports that the tool was weaponized to generate and spread illegal content, including non-consensual sexually explicit deepfakes and potential child sexual abuse material.

The Commission also expanded a previous investigation that was opened in 2023 to scrutinize X’s recommender systems. Regulators are concerned that X’s recent switch to a Grok-powered algorithm may be amplifying harmful content without proper risk assessments. According to Article 52, Penalties – DSA, if found liable, X could face massive fines of up to 6% of its global annual revenue.
