Nordic AI Powerhouse: Sweden Launches National Strategy to Secure Digital Independence

The Swedish government (Regeringskansliet) has officially adopted its first comprehensive National AI Strategy, moving artificial intelligence from an experimental “tech issue” to a central pillar of national governance and economic strategy. Announced by Prime Minister Ulf Kristersson, the strategy sets a clear goal for Sweden to rank among the top ten AI nations globally and to become the world leader in utilizing AI within public administration. A cornerstone of this strategy is the development of a homegrown, high-quality Swedish-language model (LLM). This “sovereign intelligence” initiative aims to ensure digital independence while reflecting Swedish values, norms, and cultural context, utilizing editorially reviewed data from national media, authors, and publishers.

To move from strategy to execution, the government is launching the National AI Workshop (AI-verkstad), a shared infrastructure designed to help public sector agencies scale AI solutions safely and efficiently by 2030. The strategy also includes a significant commitment to Research and Development, with at least SEK 100 million annually (approximately €9.37 million) allocated to new excellence clusters and research schools for AI.
